    EGC is an independent oil and natural gas exploration and production company whose growth strategy emphasizes acquisitions, enhanced by its value-added organic drilling program.  The company's properties are located in the U.S. Gulf of Mexico waters and the Gulf Coast onshore.  We are currently looking to fill the position of a Senior Regulatory Analyst in Houston, Texas.

     

    Responsibilities

    • Gather information, prepare and submit application for all types of well work, to include Applications to Drill/Sidetrack, and Applications to Modify for drilling, workover/recompletion and abandonment operations, gas cap applications, lease line waivers, secondary recovery projects
    • Prepare and submit Weekly Activity Reports for ongoing well operations, which includes an understanding of the well work procedures
    • Prepare and submit End of Well Reports after each operation is completed
    • Prepare and submit Emergency Evacuation Plans for drilling activities
    • Prepare and distribute site specific Rig Manuals for all rig operations
    • Prepare and submit Gas Cap Applications and Lease Line Waiver Requests
    • Prepare and submit Permits for sustained casing pressures / handling of departure & extension requests
    • Gather information, prepare and submit pipeline repair requests, pipeline modifications, and pipeline notifications (out of service, hydro-test, etc.)
    • Prepare and submit permits for Decommissioning Operations (wells, pipelines & structures)
    • Provide support for INC handling responses, extensions or recension requests from BSEE production, drilling and workover inspections
    • Prepare and submit Annual Unit Plans of Operations
    • Prepare and submit applications for aids to navigation permits (U.S. Coast Guard)
    • Report any outages or discrepancies to aids of navigation to U.S. Coast Guard as needed
    • Communicate with BOEM/BSEE and State personnel as needed, securing both verbal and written approvals
    • Revise permits as needed for changes to the drilling and workover program to prevent any rig delays or shutdown of work in progress
    • Distribute approved permits to inter-office personnel
    • Responsible for after hours email/calls when monitoring wells, facility departures, nav-aid outages, etc.
    • Maintain & distribute Weekly Permit Activity Report
    • Maintain/oversee Regulatory files (includes setting up files and filing)
    • Assist Regulatory Manager as needed
    • Attend industry meetings as Energy XXI representative
    • Travel maybe required

     

    May also Require:

    • Prepare and submit Facility/Surface Safety System Applications (modifications/as-builts)
    • Prepare and submit Facility Variance Requests (temporary quarters, acid flowbacks, etc.)
    • Prepare and submit Facility Departure Requests (pollution waivers, firewater departures, safe zone & welding enclosures)
    • Coordinate Pre-Production & Pre-Use Inspections with BSEE & Compliance Foreman

     

     

     

    Qualifications

    Qualifications:

    • Five to ten years’ experience in Regulatory dealing with Gulf of Mexico, OCS Federal Waters
    • Working knowledge of oil and gas Federal and State regulations, and the regulatory permitting process
    • Strong working relationship with the regulatory agencies
    • Able to work independently with little supervision

     

    Preferred Qualifications:

    • College degree preferred and/or equivalent experience in Regulatory

    Competencies:

    • Strong attention to detail; ability to perform duties with a high level of accuracy and problem solving skills required
    • Work well under pressure, meeting deadlines and changes in plans constantly
    • Possess ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form
    • Effective written and oral communication skills required with Federal agencies and Energy XXI personnel
    • Functionally competent, well organized, flexible with changing priorities, and ability to handle multiple projects simultaneously under deadlines
    • Demonstrate trust and professionalism while performing job duties with ability to work in multi-team environment
    • Strong computer skills in Microsoft Office and web-based programs
    • Willing to take initiative with indirect supervision
